Considering cultural resources early in project planning yields the greatest number of options. For example, incorporating archaeological and/or architectural assessments into the due diligence process prior to purchase of a commercial property can help avoid costly surprises.

Once a project is underway, careful planning often makes it possible to avoid and preserve archaeological sites and historic buildings. This is generally the most cost-effective approach, and it conserves a nonrenewable resource for the future.

Projects can be designed creatively to avoid or minimize effects to cultural resources. Avoidance of cultural resources can often be effectively combined with other project requirements, such as open space or setbacks, to reduce overall costs.
